Matriarch of Shetou House Vloz'Khress and one of the major elements in Sol politics just by existing. Kharla is completely insane and would be locked away in the Raven if she could be apprehended. She is prone to violence and using her incredible magical powers to inflict horrors upon her victims. Such cases include turning people into dolls for her display room, paralyzing people in front of a feast and leaving them to starve to death, summoning a demon lord because someone bumped into her on a crowded street, burning her own servants alive, and most notoriously setting fire to a group of enemy ships in space with no oxygen.

While Kharla can barely comprehend anything going on around her, she manages to keep her house together due to her familial instincts and protective nature. Though anyone not related to her by blood is taking a risk of horrific death for the potential payout of her good graces. Even adopted vals are not safe from her uncontrollable behavior. She is pandem bound to the second most powerful demon in known existence.

Politics have to acknowledge the mad matriarch because of her volatile disposition, wealth, influence, and the strength of her armies. Not to mention she herself is impossible to assassinate, a demon horde watches over her at all times to make assassination very difficult.

The stories are numerous to prove her volatile instability and terrifying power, often behaving more like a confused child that others are frequently trying to manipulate into helping their ends. Vloz'Khress politics essentially consist of "who can get Kharla to do what they want". She isn't competent as a leader but her younger sister is and regularly uses their relationship to get her way. Its well known that Kharla is controlled by her little sister Kiel'Nada.
