Thali
Centrally located in the Rixa plane, Thali is the newest empire to come to power though its citizens are the most fanatic to make up for it. The nation utilizes a massive hivemind alien species that covers their territory and infects every planet, the short version is that Emperor Indal managed to save the Sol System from this alien that threatened to consume worlds and then the alien became one of his loyal subjects. He would later end up merging with this hive mind to continue his rule as emperor to keep up with the longer lived races. The longer version can be found here.
Because of this infinite swarm the empire has closely aligned itself to, Thali is able to exist without a lot of the politics of other nations. Indal is known for not being particularly interested in wealth or power itself, and freely provides the benefits of his swarm's affect on labor. The swarm willingly does whatever it is told and can maintain itself as long as plant life can grow in the area near it, so it is used to grow and harvest food to keep the population freely fed.
The streets of Thali cities are filled with mutated monsters that clean, transport, and protect its population. Because of this simple lifestyle many find themselves attracted to the empire of Thali where they can avoid the stress of everyday life that normal empires often have. Because of this alien swarm species and its ability to manipulate organic matter, Thali has become the last home of nature loving species and magic that had almost disappeared before its rise to power. For example, the dryad species was bordering extinction until they migrated to the lands of Thali where they were easily able to thrive in woodlands once again.
What few politics there are in Thali are controlled by a warrior ruling class by chance. Since Indal and the fifty surviving heroes of his battle with the hive colony were the founders of the nation thanks to the grand strategist Kenin, as time went on the warriors that once founded the empire remained in power. This has contributed to the ruling style of Thali dramatically, with free food provided to all and little attention paid to taxes. While there still are taxes and government controlled laws, construction, and military efforts it is notably less intense then anywhere else. Economists predict this lack of strict surveillance resorts in trillions of missing tax revenue on the part of Thali, but the rulers don't seem to care much since they are focused primarily on conquest.
Despite the natural themes of Thali along with its sometimes druidic inhabitants Thali remains a nation of conquerers both with its swarm colony and its zealous warrior rulers. As the empires of Sol expand outward and explore the reaches of space, falling into the path of Thali is considered one of the great dangers and galactic races are keeping a close eye on this overly enthusiastic warrior nation.
