Once an up-and-coming Shetou house, the Solvang house wound up noticing its practices attracted certain criminal elements to hide among their holdings. When its stationary colonies were destroyed by a rival house, Solvang decided to fully embrace their more outlaw clientele. Now days it is primarily a neutral faction that caters to outlaws, offering a hidden sanctuary from the law and neutral ground to visit. Solvang membership is surprisingly dull, featuring a subscription to carry a special enchantment that marks its carrier as a member so they can board Solvang assets. It has a large collection of very well hidden and/or mobile bases that are very hard to track down without membership.

Over time it became a powerhouse as it brought in pirates from around the system and gave them a haven. Solvang agents collect information about civilian and military shipment routes, low security areas, bounties, and a wide amount of work for the kind of people who like to visit. This has made it a hub of activity and through careful placement of jobs, and omitting some, the pirate king is able to wield significant power without ever giving an order. Many law abiding citizens also have memberships as a way to protect their assets, as Solvang vaults are crafted by the very kind of people who like to break into them. Others pay a bribe so the pirate king won't post intel or jobs that might target their own company resources as a safety measure.

While many outlaws form their own teams, fleets, and hidden bases, they do tend to keep a Solvang membership for its available benefits.
